Westminster already faces unique challenges
in city management in terms of scale and complexity. We serve
a growing residential population of 230,000, a daytime population
of closer to a million and Europe’s largest night-time economy.
We are the largest centre of employment in the UK, the largest
licensing authority in the UK, and the home of government.
Changes in technology, culture, commerce and
customer expectations mean that standing still is not an option.
Our city will need to learn and adapt if it is to meet its future
challenges.
We also recognise that we can’t do this

One City Vision
The One City vision sets out Westminster City
Council’s proposed direction over the next five years and
is characterised by the following programmes:
- Order – covering the street environment
- Opportunity – covering social service,
leisure,
housing and children’s services
- Enterprise – including plans for business
- Renewal – covering the built and natural
environment
The One City vision is driven by a commitment
to deliver strong united communities where council activities
both serve and enable; offering the order that makes city life
possible and the opportunity which allows individuals, families,
businesses and communities to flourish.
